UAE: promoting scientific research to solve the issue of the ozone layer

In celebration of the International Day for the Preservation of the Ozone Layer on the 16th of September of each year, which is the day more than (190) countries signed the Montreal Protocol of 1987, which determines the procedures to be followed at the global, regional and local levels, for the preservation of the ozone layer, and the phase out of substances that deplete it.

The Convention stipulates the obligation of States concerned to reduce gradually its consumption of ozone-depleting substances to (85%) by 2007 to total phase out by 2010.

Since the early stages the "U.A.E." stressed repeatedly its commitment to participate in international efforts to protect the ozone layer and climate change mitigation and adaptation, it acceded to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer and its amendments, and the United Nations Framework Convention on Climate Change, and reflected their seriousness in seeking the protection of the ozone layer in the UAE Vision 2021 and in the strategic plans of the government, especially the Emirates Green Development Strategy which adopted  the green State economy approach, in addition to the focus to promote energy efficiency and conservation in  the refrigeration and air conditioning sector, which is the largest single source of electric power consumption in hot areas.

The UAE stresses through the Ministry of Higher Education and Scientific Research and many institutions  the need to strengthen scientific research and accelerate efforts to find practical solutions and applicable techniques in this area, through research grants to faculty for scientific visits, and grants for research postgraduate students, researchers and innovators awards, in addition to workshops and scientific seminars and volunteer days and participation in other regional and international forums.

The U.A.E. State developed and applied a program for the disposal of hydro chlorofluorocarbons (HFC)  substances  that are depleting the ozone layer by 2010, a similar program for the second phase to eliminate hydro chlorofluorocarbons substances, coincided with a strengthening of efforts to combat illicit trafficking in substances that deplete the ozone layer, and to encourage private sector participation in the recovery and recycling of refrigeration gases used in the State according to set terms and specific controls, as well as to develop a variety of programs and activities to raise awareness of the adverse effects of depletion of the ozone layer on human health and environmental systems.
