The Ministry of
Higher Education and Scientific Research stressed that those concerned with the
equivalency of their certificates should review the amendments approved by His
Excellency the Minister Sheikh Hamdan bin Mubarak Al Nahyan in the Ministerial Decision
No. 114 of 2014 on 29/5/2014, with relation to the conditions for attending
graduate studies in the country of study, which are published on its website. Item
No. (9) of Article (6) of the Ministerial Decision No. (35) for the year 2013, regarding
Modifying Certificate Equivalency Systems, has been modified and rephrased as
follows: “To be present during the period of research at the institutions
awarding the degree for a minimum of 30 days for each year of the period
allocated to graduate, for programs that rely wholly or partly on research
study system in a theoretical discipline that does not require laboratories and
practical or other equipment, this does not include vacations and official
events in the country of study within that period".
Item No. (10) has
been added to the same Article, which stipulates "To be present during the
period of research at the institution awarding the degree for at least one
third of the minimum allocated period to graduate, for programs that rely
wholly or partly on research study in a medical or engineering discipline or
other scientific disciplines that need labs and practical applications or other
equipment”.
The newly modified
decision also included two Articles; one that stipulates “The Committee may, in
certain cases, allow partial exemption from the requirement of the duration due
to considerations of the nature of research and its implementation place or
other considerations the Commission sees appropriate, in accordance with the
implementation rules adopted by the Committee”. The other one stipulates “A
student may transfer a maximum of 25% of the hours studied in a non-traditional
education system. Provided that the institution which the student studied at is
recommended by the Ministry for studying in e-learning systems, the maximum
number of hours allowed is 18 credit hours or the equivalent in similar educational
systems”. So that the previous amendments must apply to the scientific
certificates issued abroad after the issuance of the above (Ministerial Decree
No. 114 of 2014).
It is noteworthy
that the Ministry, during 2014, completed 9183 requests for equivalency of
certificates issued by various countries around the world, and in all academic degrees,
which represents 92% of the number of applications submitted to the Ministry’s
Certificate Equivalency Department, with a growth rate of 27% from the year
2011.
The Ministry
apologized for not equalizing 258 certificates by the Committee of Certificate
Equivalency because they did not conform to the terms of equivalency, while
7585 certificates have been approved to be equalized, and 1340 certificates
were equalized by the Committee. The Ministry also discovered 22 forged
certificates.
