The Ministry of Education (MoE), represented
by the National Qualifications Center (NQC), has signed a memorandum of
understanding (MoU) with the Department of Human Resources (DoHR) of the
Emirate of Ras Al Khaimah, to highlight the importance of having professional
qualifications and certifications accredited by the NQC of the MoE, as part of
the national approved system of qualifications. This will eventually upgrade competencies
and work force in the various sectors in the
emirate.
The MoU also aims to
activate the updated Guidelines of Qualifications and Experiences by
circulating it to the entities under the umbrella of the DoHR of the Government
of Ras Al Khaimah and supporting the introduction of programs, qualifications,
and professional standards approved in the emirate, in accordance with the
standards of the NQC.
The MoU will also help in
developing the competencies of the workforce and increasing the number of
educational and training institutions accredited by the NQC, which in turn offers
new learning opportunities and channels for employees working in various
sectors in Ras Al Khaimah and shares data and information related to jobs and
future needs of the labor market.
H.E. Eng. Abdul Rahman Mohamed Al-Hammadi,
Undersecretary of the MoE for Performance Improvement, and H.E. Dr. Mohamed
Abdullatif Khalifa, General Director of DoHR, signed the MoU in the presence of
a number of officials from both sides.
H.E.
Eng. Abdul Rahman Mohamed Al-Hammadi said that the NQC aimed to upgrade the labor
market and training programs to enhance the national qualifications built on
advanced professional standards offered by various factors. He added that this
would enhance the human and social development programs and achieve
sustainability in all areas.
H.E. stressed that such partnership would
achieve the visions of both parties and harmonized with the strategic plans to
promote government work and boost cooperation. He explained that this was part
of the effective role of the MoE, which had a comprehensive development
project, shared expertise and information vital for both parties, and made use
of scientific and practical capabilities, and organized
relevant activities and events.
For his part, H.E.
Dr. Mohamed Yousef Baniyas, Higher Education Advisor, Director of CAA, Director
of Commission for Academic Accreditation (CAA), hailed such cooperation between
the two parties and the positive effects it would have on boosting the
technical and vocational education in the Emirate of Ras Al Khaimah. He added that updating the guidelines of qualifications and
experiences in the emirate would provide equal job opportunities for graduates
of both the professional and academic tracks and support individual skills and
competencies, in line with international practices.
In his comments about the MoU, H.E. Dr. Mohamed Abdullatif Khalifa, said, “We work at the DoHR to upgrade and attract qualified, national
competencies to be part of the labor market in the country, by holding strategic
partnerships, enhancing vocational training and education, and building
capacities, according to NQC standards.”
H.E. valued the importance of signing the MoU with the MoE, as the entity that laid the foundations for building a
sustainable knowledge society; upgraded the educational and training system at its
various phases, levels, and areas; and created future career paths that would
widen the horizons of citizens’ participation in the labor market.
