The UAE received the highest scores of 72.5% in the higher education index of the 2015Arab Knowledge Index, which is a joint initiative prepared and published in partnership between the “Mohammad Bin Rashid Al Maktoum Foundation” (MBRF) and the “United Nations Development Program” (UNDP), which monitors the status of knowledge in the Arab countries through six main indices, in which the UAE came on top in the Gulf and Arab world. The index that was launched during the “Knowledge Summit 2015” held in Dubai during (7-9) December 2015, offers decision-makers, experts and researchers information on the status of knowledge in Arab countries, helping them implement development policies for building development plans and policies and development in a systematic manner. The UAE scored 68.5% in the pre university education index, 77.4 % in the information and communication technology index, 77.5% in the economy index, 60.79 per cent in technical vocational educational and training index and 50% in the research and development index. The “Ministry of Higher Education and Scientific Research” was recently been ranked in first place globally in the tertiary inbound mobility of students in higher education institutions index, where his Excellency Sheikh “Hamdan Bin Mubarak Al Nahyan” valued this achievement and attributed it to the support the higher education sector in the State is receiving from the wise leadership, headed by his Highness Sheikh “Khalifa bin Zayed Al Nahyan”, President of the State, his Highness Sheikh “Mohammed bin Rashid Al Maktoum”, Vice President, Prime Minister and Ruler of Dubai, and his Highness “Mohammed bin Zayed Al Nahyan”, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the Armed Forces, his Excellency stressed that the he constants of life, the openness and peace offered by the UAE State to the residents on its territory contribute to attracting students from all over the world to study at higher education institutions in the UAE enjoys the highest international standards. The report proposed indicators for measuring knowledge in higher education, where the desk study revealed the absence of a separate index measuring knowledge in higher education, only higher education indicators and indicators of knowledge, knowledge can come as part of the higher education index by monitoring the number of patents and scientific publications, and then to integrate the Arab knowledge index for higher education between the two sectors. The proposed indicator is divided into three parts (inputs of higher education, higher education processes, and higher education outcomes). The input indicator has five sections (enabling environments, spending, enrolment rates, human resources, and student exchange) which pass through the higher education system, which must be have quality to become output, the output indicators are (graduation rates, employment rates, cognitive, cultural, and socio-economic values associated with alumni or the so-called knowledge capital and knowledge production of higher learning institutions, particularly in the area of inventions and research) the entire system works in a community style with attributes affecting learning paths and affected by it.
