This resolution adopts a unified national policy for managing positive behaviour among children in early childhood education institutions. The policy aims to support children's holistic development by promoting their psychological, social, emotional and behavioural growth during the early years. It is based on the principle that behaviour is a form of communication and learning, and that positive behaviour reinforcement is more effective than punitive approaches.

The policy applies to children in early childhood education, including kindergarten and the first and second grades, and covers all staff working in educational institutions, parents, and relevant support entities. It follows a preventive and graduated behaviour management approach, starting with universal classroom support, progressing to targeted support, and moving to intensive support when required, while respecting individual differences and child protection principles.

The policy strictly prohibits physical and psychological punishment and emphasises positive reinforcement, safe and supportive learning environments, and clear roles and responsibilities for schools, teachers, parents and specialists. It also stresses strong home–school collaboration to ensure consistency and continuity in supporting children's positive behaviour.
