The infrastructure of higher education and scientific research to achieve development goals and poverty eradication

The International Day for the Eradication of Poverty, which falls on October 17th of every year, has been observed every year since 1993, when the United Nations General Assembly designated this day to promote awareness of the need to eradicate poverty and destitution in all countries. Fighting poverty remains at the core of the Millennium Development Goals and the development of the post-2015 development agenda, the theme for 2014is: “Leave no one behind: think, decide and act together against extreme poverty”.

The UAE has succeeded in achieving the first development goal of the Millennium Development Goals of eradicating extreme poverty, hunger and halving the proportion of the hungry, the UAE managed to maintain the level of malnutrition less than 5% since 1990-1992, the UAE was as well the major donor in international development and humanitarian efforts, and contributing to the strengthening of food security. The leadership's commitment to raising the level of contributions in order to play a leading role in achieving the "sustainable development objectives", which is expected to be adopted as a next step for the duration of "Millennium Development Goals" by the members of the United Nations during the summit in convening in September 2015.

The UAE is making special efforts to address the various causes of poverty, including conflicts, weak States, social exclusion, poor performance of economies and low capacity to mobilize the national resources in poor countries and poor government performance and low investment in health and education, where the UAE has recently participated in the annual meetings of the World Bank Group and International Monetary Fund in the World Bank headquarters in Washington, D.C. where several projects and ideas were discussed, including the issues of development and ways to support international development and the World Bank Group's plans in this regard with a view to promoting the economic development and poverty reduction in developing countries.

Low education is most closely associated with the risk of poverty, which decreases the higher the levels of education, where Sheikh Hamdan Bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research stressed on several occasions that the infrastructure for the basic system of higher education and scientific research is able not only to contribute actively to the indicators of the Millennium Goals set for 2015, but it is also ready for the next stage, and what the State is witnessing of developments and to keep up with all the technological developments and global research to meet these indicators recommended by the related international organizations and forums to preparation and implementation mechanisms, to be completed by 2030, to include the livelihoods, prosperous life, food security, sustainable global energy, clean water, healthy and productive ecosystems and community management in a sustainable manner.

The international Gallup Reports for 2014 pointed to a report on poverty in the world, which shows that approximately 22% of the world population is under the poverty line which the World Bank defines as 2 out of every 3 people live at a rate of 2 Dollars per day, and the World Bank defines poverty as a situation where one out of every three people (which means 34%) living on 2 Dollars a day, the World Bank seeks to reduce the rate of poverty in the world not to exceed 3% by 2030, which requires action on real development, the creation of jobs and overcoming many of the complex and urgent challenges in order to maintain what has been achieved in poverty reduction efforts.
