
Due to the distinguished
industrial, educational, and constructional boom in the UAE, the “National
Qualifications Authority” launched an initiative to develop the policy and procedures
for the names and types of qualifications, which are developed and implemented
in the State, and it is the first of its kind in the State that puts an end to
the random use of the names of certificates and qualifications in the three
educational sectors: higher education, general educational, and vocational
education. The policy and its procedures will be submitted to the “Cabinet of
Ministers” to be adopted in its final form, in order to be circulated in the State
afterwards.
This initiative is
in coordination with the “Ministry of Higher Education and Scientific Research”
and other national institutions including: the “Ministry of Presidential
Affairs”, “UAE Armed Forces”, “ Ministry of Education”, “Knowledge and Human
Development Authority”, “Abu Dhabi Education Council”, and “Abu Dhabi Center
for Technical and Vocational Education and Training”, to form a new approach
that will reduce the phenomenon of using scientific and vocational names on
many qualifications whose scientific content and academic, vocational, or training
level are not on par with the level of the qualification itself, including the
random use of “Diploma” or “Master”, and others. The policy set, for the first
time, the definitions related to the accreditation, licensing, and issuing authorities,
and identified the three types of qualifications: the major qualification, the
sub-qualification, and the supplementary, and connected each one with the
number of accredited hours, and identified the related language standards associated
with the use of the academic or vocational name of any qualification, in
addition to the standards of using some new names for the qualifications, such
as “Applied”, and these are names adopted by the “Cabinet of Ministers” as
official names according to the “UAE Qualifications Framework”.
The policy also aims
to achieve a set of national and developmental goals which raise the status of
the State in the field of education and training, and preserve the prestigious
status of the national educational and training institutions in the State, and
after adopting this policy, all institutions are required to abide by the
regulations and standards of naming the qualifications as approved by the
“National Qualifications Authority”.
The Authority has
recently launched the “Careers and Paths Guide for UAE Nationals” which is
considered one of the innovative products of the “ABSHER” initiative, which
aims to increase the number of national cadres in the labor market, and provide
security, prosperity and decent life for the citizen.
