
Out of the keenness
of the Ministry of Higher Education and Scientific Research to provide all the
tools and ways which may support and help persons with special needs in getting
services to encourage them to enroll in the institutions of higher education and
complete their studies, and believing in the gains that can be achieved by the
integration of this category in the social, economic, political and cultural
aspects of life of communities, as education is considered one of the most
important mechanisms of empowerment and integration, the Ministry has provided
on its website a video chat service to inquire about the services provided by
the Ministry through the sign language, in collaboration with Zayed Higher
Organization for Humanitarian Care and Special Needs, as it designated an employee
in the Customer Service Center to address and respond to queries from customers
who are deaf, and the center’s staff will be trained later to communicate in
sign language.
This comes in line
with the interest of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President
of the State, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice
President, Prime Minister and Ruler of Dubai, and their brothers their
Highnesses, Members of the Supreme Council of the Union, Rulers of the Emirates,
in supporting and caring for persons with special needs, as the Federal Law No.
29 of 2006, concerning the rights of persons with special needs, states that:
"The special needs do not constitute an obstacle to enroll or access any
educational institution of any type, be it governmental or private", and Constitution of the UAE states to pay
attention to their education and the establishment of the necessary projects
and tools to take care of them.
The Ministry takes
the appropriate measures in cooperation with the concerned authorities to
provide the educational diagnosis, curricula, and methods and techniques for
teaching purposes, provides alternative methods that enhance communication with
disabled persons, and develops alternative strategies for learning and a physical
environment and other means necessary to ensure the full participation of
students with disabilities.
