The Minister of Higher Education and Scientific Research, HE Sheikh Nahyan Mubarak Al-Nahyan, reviewed at his palace yesterday the introductory summary of the government performance management system submitted by the Prime Minister’s Office.
The Minister got acquainted with the method adopted by the system to develop government performance, starting last January, in terms of the operational plans concerning each ministry or federal institution “internal initiatives and operations”, to implement its strategies within the general strategy framework of the State that HH Sheikh Mohammad Bin Rashid Al-Maktoum, Vice-President, Prime Minister and Ruler of Dubai, had previously adopted.
The system consists of three government performance follow-up operations: “the joint performance indicators” for the implementation of strategic and operational plans, “the indicators concerning every ministry or federal institution” in terms of service quality and “the secret shopper” by using the balance score card and the joint performance indicators. A semi-annual follow-up shall be carried out to implement the strategic and operational plans that were developed for the period from 2008 to 2010, and that through reports on the strategic and operational plans to be submitted to the Prime Minister.
Sheikh Nahyan Bin Mubarak Al-Nahyan praised the government's strategy developed by Sheikh Mohammad Bin Rashid Al-Maktoum, which can reach the targeted purpose due to its transparency. While discussing the introductory summary of the government performance management system, which was submitted to him by Mona Kazem, Director of the Government Performance Department, Oohud Al-Roomi, the Executive Director, and Zakia Al-Amiri, Performance Evaluation Director, at the Prime Minister's Office, he stated that the evaluation of each institution is a must. He also indicated that the advanced educational institutions carry out daily student evaluations, considering the ever-changing times and new requirements and needs of the society as well as the surrounding circumstances.
The introductory display process related to the government performance management was attended by Dr. Said Hamad Al-Hassani, Undersecretary of the Ministry of Higher Education and Scientific Research, Dr. Suleiman Al-Jassim, Vice-president of Zayed University, and Dr. Tayeb Kamali, Vice-Chancellor of the Higher Colleges of Technology, in addition to several department and section officials at the Ministry of Higher Education and Scientific Research.
