The "Ministry
of Higher Education and Scientific Research" signed a Memorandum of
Understanding on Wednesday (29/4/ 2014) with the "Diwan of his Highness
Sheikh Sultan bin Zayed Al Nahyan”, the President's representative, in the
framework of cooperation to follow up of the student affairs of the Diwan scholars
to study abroad, and to organize the management of their affairs through the Cultural
Attachés of the Ministry abroad.
The Memorandum was
signed on behalf of the Ministry by Dr. "Saeed Hamad Al Hassani,"
Assistant Undersecretary for Institutional and Support Services, and on behalf
of the Diwan his Excellency “Mohammad Saeed Abbad Al Hameli "Assistant Undersecretary
for Institutional and Support Services sector, it was agreed between the two
parties on closer relations between them to facilitate the supervision of the
Ministry of students on scholarship from the Diwan, which includes the Diwan to
pay the total amount agreed upon once by a Bank check in the Ministry’s name at
the beginning of the implementation of the Memorandum, and that the Cultural Attaché
will issue an administrative decision mandating or appointing whoever it sees fit
from the employees to supervise students in academic, financial and administrative
areas.
The Ministry is to
issued a letter of financial guarantee to the educational institutions that
accept students and paying tuition fees for scholars in accordance with the
regulations and policies which approved in advance, and pay for treatment or
health insurance to scholars and their dependents who are approved by the Diwan,
according to the case and in accordance with the regulations followed.
The Ministry will
also attest the certificates obtained by the students according to the
regulations in force in the country of study, and help to provide academic acceptance
or confirmation of acceptance of the scholar in an educational institution
accredited by the Ministry’s scholarships committee upon the request of the Diwan,
in addition to receiving scholars and making
hotel reservations for them in the country of study upon the request of the
Diwan, according to the current system of the Cultural Attachés and in
accordance with the established procedures, to confront the problems facing
scholars and work to develop appropriate solutions, in coordination with the Diwan.
And within the
established frameworks and guidance given for academic advisors by the Ministry
and the Cultural Attachés abroad in line with the requirements of the Diwan, will
provide academic follow up and produce reports about the students periodically
and regularly or when requested by the Diwan.
While the Diwan will
provide the Ministry with a scholarship letter to expedite equalization applications
for students, and will provide a sustained renewable advance, paid one time
upon the agreement’s entry into force to cover the costs through the
establishment of a special account in the country of the study to facilitate
all related expenses, the Diwan also provides the Ministry with the adopted
laws and regulations and the laws of the financial audit when signing the Memorandum,
and a list of the names and numbers of students to be awarded scholarships with
their degrees, specialization and the duration of the study, in order to facilitate providing the Diwan
with the estimated annual cost, and any expenses or financial costs arising
from the follow up of students abroad (Attachés headquarters) such as travel
tickets and accommodation (if necessary) or any requirements of the scholars
and not provided for in the Memorandum, such expenditures should be according
to the norm and submitted through official bills.
