Ministry of Education &
National Emergency Crisis and Disaster Management Authority sign MOU to promote
emergency and crisis management culture in the school community
The Ministry
of Education (MOE) and the National Emergency Crisis and Disaster Management
Authority (NCEMA) concluded a memorandum of understanding (MOU) that promotes
the dissemination of emergency, crisis and disasters management culture and
awareness among the MOE’s employees and students in the framework of the
constructive partnership between both parties.
The MOU was
signed by the MOE’s representative, His Excellency Eng. Abdulrahman Al Hammadi,
MOE Undersecretary for Supervision and Support Services and His Excellency Dr.
Jamal Mohammed Al Hosani, NCEMA Director General at the MOE in Abu Dhabi.
The MOU aims at preparing a set of
programs and policies regarding the emergency, crisis and disaster readiness
and response plans, facilitating the information exchange and developing joint
action plans, manuals, awareness and briefing booklets and initiatives. The MOU
allows the MOE’s employees greater participation in training courses,
symposiums and programs held by the NCEMA
in the emergency, crisis and disaster management and in applying the
national standards of the occupational health and safety management system and
business continuity.
The MOU aims at increasing both
parties’ cooperation in applying the national standards of the occupational
health and safety management system and participation in the volunteering
programs held and organized by each of them. It also tends to spread the
volunteering culture among the MOE’s employees and students and to hold field
training courses that copy the actual crises, dangers, heavy rains, strong
winds, storms and fires.
In this context, HE Eng. Abdulrahman
Al Hammadi said that the MOE is actively seeking to expand its cooperation with
the State leading institutions and authorities to benefit from their programs
and contents which will reflect on the MOE’s performance. He referred to that
the NCEMA is a leading authority
with whom the MOE pursues to enhance cooperation and establish strategic
partnerships in the context of making use of the leading experiences of our
national institutions.
He stressed that the MOE is keen on
establishing a modern educational system which is in line with the aspirations
of the wise leadership and society. He said that for this purpose the MOE
pursues to update the system of curricula and to include the best experiences,
with the help of the local as well as foreign institutions and bodies
recognized for efficiency. He referred to that in partnership and cooperation
with the NCEMA, the MOE is
dedicated to develop a specialized training program in the field of crisis
management and to make it available to students to develop high skills in this
field, the matter which will reflect positively on their personal and social
performance as well.
Dr. Jamal
Mohammed Al Hosani, NCEMA Director General, stated that the MOU is part of
NCEMA’s plans and programs that aim at increasing the awareness of the public,
being the first respondent to any emergency or crisis. He said that this ensures
the readiness of the society’s constituents, including school community which
comprises one million students around the State, for dealing with any
emergency. He indicated that readiness is a major element of the NCEMA’s
strategic plans and projects that aim at dealing with and managing crises and
disasters. He pointed out that the national youths are the foundation of the
present and future, cornerstone of prosperity and the actual wealth of UAE. He
expressed that caring for and supporting the youths harmonize with the UAE’s
general development project and the national responsibility and good
citizenship strategy.
The NCEMA’s Director General highlighted the importance of signing
this MOU with the MOE, referring to the combination of efforts that serve the
UAE’s interest and build a well-educated and fully-aware generation capable of
facing the future with vigilance and understanding of the proper behavior
towards any risks that may be faced inside and outside the school community.
Furthermore, the knowledge of the administrative and teaching staffs of the
means to deal with emergencies and crises help and contribute to the speedy
delivery of the mission addressed and to develop the students’ skills in
dealing successfully with the various disasters.
Dr. Jamal Al-Hosani said that in
coordination with the MOE, the NCEMA will
seek to develop a relevant curriculum that suits the different school stages
and provides students with the relevant knowledge and skills. He said that the
MOU is centered on holding awareness and education programs in the context of
the awareness campaigns, participating in the MOE’s activities and programs for
students and organizing specialized conferences, symposiums and courses.

Al Shamsi, Deputy Director General of NCEMA, and some of NCEMA’s department
heads attended the MOU signature.
