Required conditions for private educational institutions (school/institute/center):

1. The private educational institution shall have a reasonable location for required activity, as may be determined by the executive regulation.
2. The private educational institution shall have a reasonable building for the educational and/or training process, as per health requirements and safety and security specifications, as may be determined by the executive regulation.
3. The private educational institution shall have a national capital.
4. The private educational institution shall exclusively operate in the relevant educational, teaching and training activities.

Required conditions for the private educational institutions new license applicant:

1. The applicant shall be a UAE citizen.
2. The applicant's age shall be more than 25 years.
3. The applicant shall have the full civil capabilities and qualifications.
4. The applicant must not have been subjected to any punishment or any other sentence in connection with a crime that impugns integrity or honesty, unless otherwise he/she rehabilitated as per law .
5. The applicant shall be capable of undertaking his/her financial liabilities for the private educational institution.

Required conditions for national companies seeking to establish private educational institutions:

1. The national partner share shall not be less than 51%.
2. The applicant company must be registered at the competent official authorities in UAE.
3. The applicant company shall be based in UAE.
4. The applicant company's objectives shall include practicing and developing educational, teaching and training activities.
5. The applicant company shall be capable of undertaking its financial liabilities for the private educational institution.
6. The applicant company shall have a representative meeting the relevant requirements applied to the private educational institutions new license applicant.

Required documents for application submission (and for obtaining initial approval)

1. Private school or institute/center new license applicant form, signing the application form ratified by the Ministry of Education and payment of payable fees.
2. Photocopy of a valid passport of the license applicant/applicants & a photocopy of registration certificate (for UAE citizens).
3. Certificate of good conduct of the license applicant/applicants.
4. Economical feasibility study, including financial and administrative estimates for the project.
5. Security form and identification form + 6 personal photos of the license applicant/applicants.
6. Only for schools: Educational buildings form, attached to (3) copies of the site plan and architectural planning of the school building, issued by an authorized engineering office, and a CD of these architectural plans.
7. Only for institutes/centers:  A detailed site plan of the relevant institution/center, exhibiting dimensions and distribution of study rooms.

In case the license applicant is a body corporate/artificial person (e.g. authority, institution, society, etc), the following documents shall be attached to the aforesaid attachments:

1. Official license of the body corporate or institution issued by a governmental authority in UAE.
2. A photocopy of the articles of association or registration decision, provided that it provides, in its targets and objectives, for operating n educational, teaching and training activities.
3. Photocopies of the passport and registration certificate of the private educational institutions (school/institute/center)applicant's representative .

Required documents for obtaining the final license:

1. A certificate issued by the relevant Municipality on the building validity and required documents availability.
2. A certificate issued by the relevant Civil Defense Dept on the building validity and availability of safety and security requirements of private educational institutions.
3.  A report issue by the Educational Buildings Planning Dept, Ministry of Education, verifying validity and completion of the educational building.
4. A lease contract, ratified by the competent authorities, or a position contract, in case the building is leased.
5. The partnership agreement, ratified by the notary public, providing that the UAE national partner's share is not less than 51%.
6. The name of candidate person for the educational institution principal post, and a detailed summary of his/her qualifications and expertise. The appointment approval (appointment notification) shall be issued after he/she has attended the appointment interview.
7. A list of books and materials to be taught.
8. Payment of applicable fees for the final license issuance.
9. A banking warranty from the license holder issued by a UAE bank, as per the applicable regulations in the Ministry of Labor and Social Affairs.

• The relevant applicant gets the educational institution new license application form from the relevant Education Zone, and pays applicable fees.
• The applicant shall fill in the require data, attach required documents and submit application form to the relevant Education Zone, for verification of data and attached documents accuracy.
• The license holder and partners (if any) shall fill in the security form and identification form and submit them to the Security Office.
• After the security approval is obtained, the institution license initial approval shall be issued, and then  the administration shall nominate a reasonable name, from the proposed names, for the institution.
• The administration shall notify the license applicant about the decision issued for his application, after the initial approval of the Minister of Education is obtained. Note: The educational institution shall not operate upon the initial approval.
• The initial approval issued to private educational institutions shall be void, in case the license applicant fails to  submit required documents to the competent department within the defined period, as determined in the initial approval, which may be extended for a similar period, if the competent department deems the reasons for extension as proper.
• After completion of all required conditions, defined in the initial approval, and securing required documents for obtaining the final license, the final license shall be issued.
• The original license shall be handed to the license holder, or duly sent to him/her through the relevant Education Zone.
